The Berks County MS4 Steering Committee was formed prior to the end of the previous NPDES permit cycle to address the permit requirements on a regional level. The BC MS4 Steering Committee was developed at the beginning of the Phase II permitting process in 2003. The committee was formalized in 2012 prior to the current permit renewal.  The Steering Committee, member municipalities, along with the educational partners (Berks County Planning Commission, Berks County Conservation District, Berks Nature) provide the Berks County Cooperative Education Program. This program was developed to meet the education and outreach permit requirements for the NPDES program. The cooperative education program focuses on the portion of the 6 minimum control measures related to education and outreach.

A large portion of the NPDES MS4 permit deals with education, awareness, and involvement in relation to stormwater runoff, municipal stormwater systems, and the prevention of pollution from entering storm drains.  The Berks County MS4 Steering Committee created a cooperative cost sharing education program in which the Berks County Planning Commission, the Berks County Conservation District, and the Berks County Conservancy provide and report upon a coordinated education effort on portions of the six minimum control measures.  This Cooperative Education Program was formalized via intergovernmental agreement in 2012.

As part of the Cooperative Education Program, various educational materials are linked below.  Materials are listed by the Minimum Control Measure that they relate to.  Materials that are proprietary to the members of the MS4 Steering Committee can be found at the Berks County Conservation District website.  These propriety materials are for the use and distribution of MS4 Steering Committee Members only.
