Congestion Management Process

The Congestion Management Process (CMP) is a continuous method of monitoring congestion on the entire transportation network and planning for ways to alleviate those issues. Knowing where and when congestion occurs, along with what causes it, is only one part of the process. Devising a range of mitigation strategies and implementing those strategies is paramount in relieving congestion. This is a performance based process that can help us manage existing travel facilities by identifying the type, location, and duration of problems within the system. As a federally designated Transportation Management Area (TMA), Berks County must maintain a CMP as part of the metropolitan planning process for transportation. The current CMP was adopted by the MPO on November 9, 2023.
